The same error:

A work around suggested by  acheron_uk irc channel #kubuntu-devel
cd to /var/cache/apt/archives/ and do a 'sudo dpkg --force-overwrite -i kde-l10n-ca_15.12.3-0ubuntu1.2~ubuntu16.04~ppa2_all.deb'
