No, I was doing sudo apt-get dist-upgrade. But there is no difference
between apt-get dist-upgrade and apt full-upgrade:

$ LC_ALL=C sudo apt full-upgrade
Reading package lists... Done
Building dependency tree       
Reading state information... Done
Calculating upgrade... Done
...
The following packages have been kept back:
  plasma-desktop plasma-desktop-data
