[Bug 1580343] [NEW] Packages menu and menu-xdg are missing on fresh 16.04 Kubuntu installation

On a fresh installation of Kubuntu 16.04 packages menu and menu-xdg are
missing, which means that installing new programms won't add them to the
Kickoff menu. I had to install them and run update-menus afterwads
follwoing this forum entry:
