I'm not sure if I should be posting this here, so let me know if I need to remove it. I could not fix apt with any of the methods listed above, nor could I remove any of the kde-telepathy packages with purge. The fix for my problem seemed to be `sudo apt-get purge kde-telepathy*` as opposed to removing each file individually. This fixed apt and allowed me to remove kde-desktop. The answer was found here.
