[Bug 1593922] [NEW] Breeze theme icons turn monochrome when they get smaller

Public bug reported:

Apparently, small-sized icons are all colored in black and white for
some reason (e.g. in Dolphin).

This might be OK for the tray panel but honestly they look plain ugly
anywhere else. I think they should be colored the same as the big icons,
at least in Dolphin.
