[Bug 1590956] [NEW] plasma-framework 5.22.0a-0ubuntu1 fails tests on s390x

plasma-framework 5.22.0a-0ubuntu1 is consistently failing its testsuite
on s390x with the following error:

Because the new kio is intertwined with a large number of library
transitions currently in yakkety, I will be bypassing this test failure
and allowing the new kio and new plasma-framework into yakkety from
yakkety-proposed.  This bug is filed to let the Kubuntu team know that
this failure should be investigated.
