[Bug 1652711] [NEW] Please upstream the multiarch patch to Debian

Public bug reported:

It's a bit annoying that cmake has different behavior has different
behavior on Ubuntu than it does on Debian with multiarch.

We've been carrying forward a changelog entry for 2 years that says
"xnox says this is not yet ready to go upstream but he will work on it"

So maybe if there's a tracking bug for this issue, it will help.

I reported this in bug 1596391 but to be fair, that bug was sort of about pdal which has been fixed now.

...I noticed this issue today because I look at Ubuntu's calligra, which
needs to carry a patch to handle the different cmake multiarch behavior.
