I have the exact same problem with accents in vowels when I use the
following "custom" locale: en_GR.UTF-8 . If I use el_GR.UTF-8 (greek
language, country Greece) everything is ok. But if I switch to "en"
language (because I find the UI easier in english language), then I lose
accented vowels (i.e. in libreoffice)
