[Bug 1459177] [NEW] kate does not store/load settings

Public bug reported:

when I change kate settings and click apply and ok the settings are
applied. But when I restart kate everything's back to defaults. The only
suspicious logs I get when launching kate from terminal are those:

dictionary not found "en"                                                                                                                                                                                           
codecForName: ucnv_open failed ISO-8859-16 U_FILE_ACCESS_ERROR                                                                                                                                                      
QInotifyFileSystemWatcherEngine::addPaths: inotify_add_watch failed: No such file or directory
