[Bug 1458298] [NEW] Display Configuration not remembering Primary Display

Public bug reported:

Every time I start the PC I have to reset the Primary Display. I have VGA1 and an HDMI1 screen. 
It defaults to 2 screens on VGA1 - Both screens the same. 

I reset it in System Settings > Display and Monitor > Primary Display
