[Bug 1451266] [NEW] systemsettings consolekit dependency

Public bug reported:

systemsettings depends on libkf5auth5 which depends on libpolkit-qt5-1-1
which depends on consolekit - this chain pulls in unmaintained piece of
software deprecated for years which could contain security holes and
whatnot. Would be nice to finally get rid of this meaningless
dependency.
