[Bug 1429488] [NEW] Kubuntu Vivid 1 Beta 15.04: Background image does not scale with virtual box

Public bug reported:

What I did:
1. Started Kubuntu with virtual box in window mode.
2. After login switched to full screen mode.

Expected behaviour:
UI elements and background adjust to new resolution.

Observed behaviour:
UI elements adjust, background does not scale.
Also impossible to make scaling by workspace settings.

Reported as this could also apply to other resolution changings (change
of output from display to external display for example).
