[Bug 1429461] [NEW] manual parition new/change dialog should pre-select filetype

Public bug reported:

The manual partitioner has a new/change partition dialog when you click
on a partition then on New or Change buttons.  It makes no suggestion on
the disk format type.  It should suggest either the pre-existing format
for partitions which are already formatted or the default (ext4) for new
partitions.
