[Bug 1409253] [NEW] clicking shutdown in the k menu sometimes has no effect

Public bug reported:

Sometimes when I click on shutdown in the k menu nothing happens
(suspend is still working while reboot is not). Then I am only able to
shutdown my system by issuing `sudo shutdown now` in a terminal.

I am not able to reproduce the bug reliably. I suspect that it only
happens after the system has gone to suspend at least once in the
current session (but I’m not totally sure about that). Please help me to
provide valuable debug information.
