[Bug 1407839] [NEW] On logging in the screen is black and the taskbar is white

Public bug reported:

After the install all works fine, but after the first re-start (I have
re-installed 3 times) the taskbar is white the back ground is black and
but the programmes which were open re-open. System settings also says
'System settings was unable to find any views, and hence has nothing to
display"
