[Bug 1317199] [NEW] Can not add printers in Kubuntu 14.04

Public bug reported:

Going to Printers from system settings auto-detects some printers at the
school I manage.  But many are not.  If I click the "Add Printer"
button, it asks for a root password.  No password was set for root
during installation.  Shouldn't this bring up the typical
"Authentication is required" dialog listing users who have SUDO
permission?
