You can install the "Muon Package Manager" to have that "all packages"
experience. By design, Muon Discover is a end-user (i.e., not an expert
user) level application, like an "app store" thing. If what you want is
a more direct GUI front-end to apt-get / aptitude-search, then what you
want is the Muon Package Manager. Install with:

$ sudo apt-get install muon
