[Bug 1315600] [NEW] plasma-wallpaper-weather doesn't seem to work at all. On any settings.

Public bug reported:

1) The release of Ubuntu you are using: Kubuntu 14.04 LTS
2) The version of the package you are using: 4:4.13.0-0ubuntu1
3) What you expected to happen: The wallpaper to change with the weather and to be able to select a wallpaper per weather type in advanced settings.
4) What happened instead: The wallpaper just changes to the default KDE wallpaper and some config settings in advanced don't save.

To replicate: Default Desktop settings, Wallpaper: Weather, Location:
Tried many, none worked, Advanced settings: selecting a picture is hit
and miss but even if you do get it to select the picture you want for
the weather you want nothing happens, and more usualy it doesn't keep
the setting. Logging out/restarting the computer after changes doesn't
seem to make and difference and neither does waiting 30 mins for the
selected weather station to update the desktop...
