[Bug 1315581] [NEW] Muon Discover does not show all packages

Public bug reported:

The Muon Discover application does not show all available packages. I
understand this is by design however it should let you choose if you
want to show system packages or not.

Not all packages have whatever property is needed to display it in Muon
Discover so it looks like the repository is missing. In the Ubuntu
Software Center it allows you to enable/disable the display of system
packages and it should have this in muon-discover (show all packages,
display all packages, etc.)
