[Bug 1293760] [NEW] Different build configurations should remember different cmake arguments

In Qtcreator 3.0.1 from Ubuntu 14.04 cmake arguments are provided in the project setting.
However currently different build types share the same cmake argument setting in the project UI.

I checked that inside CMakeLists.txt.user separate keys
(CMakeProjectManager.CMakeBuildConfiguration.UserArguments) are indeed
defined for each configuration. However they are always kept the same by
the project management.

The upstream maintainer said it's likely a ubuntu specific bug.
