[Bug 1292471] [NEW] Missing locale notification does not inform about package

Public bug reported:

The missing locale notification allows to easily install some missing
locales. The problem is that it should inform us what package will be
donwloaded before asking for password. Now we must enter password,
something is downloading [we don't know what] and installing [here we
can see for a moment this package name].

I think /for security reasons etc./ the installer should first inform
what packages are going to be installed, than user can accept it (or
select some of the missing packages), move to next step where he should
enter password.
