[Bug 1268897] [NEW] 12.04 displays package update notifications while distro upgrade is in progress

Public bug reported:

When running a distro upgrade to 12.10 or 14.04 notification helper will display a notification for available package updates (for target distro obviously).
This notification should be inhibited while a distro upgrade is running.

Also needs to be checked whether this affects muon-notifier.
