[Bug 1278881] [NEW] kde-developer-sdk shoudl not depend on kdesrc-build

Public bug reported:

kdesrc-build is only useful when building a whole pile of kde hosted
software locally, which except for KDE's own platform engineers no one
ever needs to do.

in fact, I think I only ever used kdesrc-build once in a my life and
that was when kde4 was in it's super early days.
