[Bug 1406032] [NEW] Touchpad configuration does not appear in Plasma 5 system-settings

Public bug reported:

On Kubuntu 15.04 with kcm-touchpad 0.0+git20140305-0ubuntu1, the
touchpad configuration page does not appear in the System Settings
application of Plasma 5.  Previously with Kubuntu 14.10 on the same
hardware, the touchpad configuration page was displayed properly under
Input Devices.
