[Bug 1227602] [NEW] FFe for Plasma Active 4.0

I'd like to ask for a feature freeze exception for Plasma Active 4.0

This was released on 5th September and I've been waiting on doing
anything on our Kubuntu Active flavour until it had been released.

It's uncertain if this will work, I have not been able to get it to work
locally installing in a chroot, but it'll be easier to work with it on a
live image and that means uploading to the archive.

It won't affect any part of desktop software, the packages are all
unrelated.

Current Kubuntu Active images using Plasma Active 3.0 are effectively
broken and 3.0 is unsupported upstream so we won't be losing anything if
I can't get it to work.
