[Bug 1222133] [NEW] Kwin regression slipped in KDE 4.11.1 - Taskbar minimize/maximize

In KDE 4.11.1, kwin requires a double click to operate maximize/minimize
with the task bar.  It should require a single click.

Bug is unfortunate since users that simply click on items on the task
bar see the desktop doing nothing and may think that the whole desktop
environment is malfunctioning.

This bug is already acknowledged by KDE developers
(https://bugs.kde.org/show_bug.cgi?id=324470). They realized that the
regression slipped in just hours after the release of 4.11.1. A fix was
committed just after.  However, the fix will not be officially delivered
by KDE before 4.11.2 is released. Currently the advice seems to be that
distributions fix it downstream
(http://forum.kde.org/viewtopic.php?f=67&t=117331), since the patch is
trivial and the bug is annoying.  Opensuse has already updated its
packages.

Currently the bug is in the KDE packages delivered with the backports
ppa for raring.  It would be better to have it fixed before the packages
go in saucy.

Side note:

Since the bug is already acknowledged upstream, please do not ask for
apports-collect, it is completely unnecessary (and apport is currently
buggy, so it usage is not nice). Also please be so kind to leave the bug
as "confirmed" and do not switch it to "incomplete" just because there
is no apports-collect data. 'Confirmed' means  "Verified by someone
other than the reporter", 'incomplete' means "Cannot be verified without
the reporter providing more information". This bug has been verified by
the KDE developers themselves, which is not the current reporter.
Please, stick to the words. Marking as 'incomplete' only removes
attention from a bug for which there are upstream fixes already.
Unfortunately, this is recently constantly happening for kernel bugs
acknowledged by kernel developers and is killing any desire to report
ubuntu bugs spending time to find upstream references at all. Do not
extend this practice to KDE bugs as well.
