[Bug 1245476] [NEW] installer crashed installing while setting up keyboard

Public bug reported:

this may bee related whith 1182784. I have been trying a workaround for
1182784 by setting $LANGUAGE from "en" to "de" and $LANG from
"de_DE.UTF-8" to "de_CH.UTF-8".
