[Bug 1240859] [NEW] if wireless step is skipped impossible to go back a step

In final candidate saucy Kubuntu images if the wireless step is skipped
(due to wired network being set up) and you want to go back from
partitioning to a previous step it won't let you, it'll complain about
reloading parman modules and go back to the partitioning step.
