[Bug 1184415] [NEW] qtconfig tuning of palette does not work

In k3b I have tooltips with white text on yellow background (see bug
#877236). When changing this via qtconfig-qt4 -> Tune Palette->Central
Color Roles->ToolTipBase for instance to black, save it, run k3b, it is
set back to yellow. The settings made are somehow overridden..
