[Bug 1184243] [NEW] KTorrent does not have a menu bar

Public bug reported:

KTorrent works fine except it does not display a menu bar. Under the
title bar, the first thing is the toolbar that says
Torrents/Plugins/Scripts/Search . But not File/Edit etc.

How do I debug that?

ktorrent -v returns:

Qt: 4.8.4
KDE Development Platform: 4.10.2
KTorrent: 4.3.1

I recently upgraded to Kubuntu 13.4.

What next?
