I can also confirm this bug. I'm using ArchLinux with KDE 4.10.2 and
this happens to me when I'm running a virtual machine in full-screen.

Same as comment #15, I don't have any artifacts, and the panel is not
visible, but when in full-screen I reach the side where the panel would
be, I can't click anything, because it 'detects' the panel. This doesn't
happen if I set the panel to always visible.
