[Bug 1178268] [NEW] Muon update manager not showing changelog for every package

Public bug reported:

For some packages, Muon update manager does not show the changelog. I am
using Kubuntu 13.04 Raring Ringtail.

Some not showing the changelog at the moment are:

- libxml2 2.9.0+dfsg1-4ubuntu
- linux-image-3.8.0-19-generic 3.8.0-19.30
- synapticks 0.8.1-1ubuntu3.1
