Seems to me some widget is going mad and constantly triggers redrawing.

So we ought to find out which widget it is....
easiest way would be to backup .kde/share/config/plasma* and then keep removing widgets until the load turns normal.

should that not yield results you can also attach aforementioned files
to the bug report and completely remove them, then restart plasma-
desktop to see if it is a widget problem at all.

also ls -l ~/.kde/share/apps/plasma/plasmoids/ would be good to see.
