[Bug 1160728] [NEW] NM for KDE allows to configure VPN connection even if network-manager-openvpn is not installed

Public bug reported:
NetworkManager has "VPN" tab enabled. I entered all the needed
information there, but when I clicked on the created VPN connection,
nothing happened. It turned out that by default, network-manager-openvpn
was not installed. Once installed, everything worked.
Expected behavior: NM should suggest installing required package
(network-manager-openvpn) if a VPN is configured, and/or not allow
configuring a VPN unless this package is installed.
