Attached is a full diff of Ubuntu plugin related changes. It does
include a more general sweep at debian/copyright as well, since it
hadn't been updated for several years.

The plugin is new development, and we wanted to get enough user
experience on it being suitable for inclusion in the archives before
proposing it to be included. Technically this version of the plugin was
ready two days before feature freeze, but it hadn't been exposed to
users yet at that point.
