[Bug 1191870] [NEW] plasma-desktop not working after upgrade to kubuntu 13.04

Public bug reported:

After my upgrade to ubuntu 13.04 my plasma-destop stopped working. The
process uses 100% of my CPU and my desktop is black, empty, without any
widgets or controls. I still have my quicklauncher working and my guake
console so I can still work.

Is it possible to fix this without losing my kde settings?
