Public bug reported:

Release: Kubuntu 13.04
Package: Kmix 4:4.10.4-0ubuntu0.1
Connected to TV via HDMI. On startup, sound is played at maximum volume through the TV's speakers regardless of the volume slider setting. Once the slider for HMDI sound has been moved, the volume control works normally.
