[Bug 1119312] [NEW] Desktop Effects keyboard shortcuts not saved

Public bug reported:

If a keyboard shortcut is changed from the Dekstop Effects module within
the System Settings program, the shortcut is not saved. However if the
same thing is done through the Shortcuts and Gestures module of the
System Settings the change is saved.
