[Bug 1258484] [NEW] SRU k-n-h does not launch apport

kubuntu-notifications-helper has the job of watching /var/crash and
launching apport should any crashes appear

it currently runs "/usr/bin/python" << "/usr/share/apport/apport-checkreports"
which is broken since apport moved to python3
