The KDE 4.11 default is no login/out sounds - more:

Check your settings - You could enable the login/out sounds : KDE System
Settings > Application and System Settings > Manage Notifications > KDE

If you think that this is a bug and not a feature then it would be
better if it was tracked at https://bugs.kde.org, so that the KDE
developers can deal with this speedily and have direct communication
with you as the reporter.
