[Bug 1214632] [NEW] the Simple tab for click packaging allows for adding policy groups, but not removing them

The summary says it all. The bug causes usability problems because you can add non-existent policy groups but can't remove them without going to the advanced tab. Furthermore, you can add empty policy groups such that the manifest contains:
                "policy_groups": [
                    "networking",
                    "foo",
                    "",
                    ""
                ],

As with bug #1214618, the proper fix is to utilize aa-easyprof to enumerate the policy groups (thus making it possible to verify them) by using:
$ aa-easyprof --list-policy-groups --policy-vendor=ubuntu --policy-version=<highest version>
