[Bug 1069869] [NEW] merge kubuntu settings into one source package

kubuntu-settings are somewhat spread out so merging into one source
package makes sense at this point (everything is in universe)

proposed source layout:
kubuntu-settings/
kubuntu-settings/active/
kubuntu-settings/active/share/
kubuntu-settings/active/config/
kubuntu-settings/desktop/
kubuntu-settings/mobile/
kubuntu-settings/netbook/

generated binaries should be
kubuntu-desktop-settings, kubuntu-netbook-settings, kubuntu-mobile-settings etc.
