Yes, the desired functionality is to always use oxygen. Well, unless the
lightdm theme chooses to use its own icons, which at that point has
nothing to do with lightdm supporting it or not anymore.

What would be within the realm of possibilities is have a configuration
to set the icon theme to use. But as lightdm themes can load any icons
they want such a setting would be confusing at best when the user
happens to use such a theme. At any rate this is an issue that needs to
be discussed with upstream and addressed by upstream (if at all) so I'd
kindly ask you to forward your request directly to http://bugs.kde.org
so that it can be tracked there :)
