I wasnt that clear in previous comment and the first 2 paragraphs can
induce in confusion, to clarify i did set
/usr/share/polkit-1/actions/org.kubuntu.qaptworker.policy all action's
with:

      <allow_inactive>auth_admin</allow_inactive>
      <allow_active>auth_admin</allow_active>
      <allow_any>auth_admin</allow_any>

and when applying any change in muon it prompted the password and that
is not whats should happen, i.e. /etc/sudoers is set for NOPASSWD.
