no idea where it comes from but that message is from a GTK application
(KDE HIG define the approving button left and the rejecting button
right, GTK is the other way around). Also the polkit binary you
mentioned is nothing but an authorization helper, but certainly not the
application creating the window etc.

Not a kubuntu-meta bug.
