[Bug 960865] [NEW] screensaver starts reguardless of settings approximately 12 minutes guessing have tried to override by editting .kde/config/kscreensaver.txt file to no avail

Public bug reported:

system settings kscreensaver isn't accepting timer settings correctly.
I have manually set it to no avail by editting
.kde/share/config/kscreensaver.txt  it still starts early.
