[Bug 1015976] [NEW] Hibernate button disabled without explenation

Thanks to our current policykit settings hibernation is off by default so the button will be disabled for most people. But if it should be still there, it should have a tooltip or whatever that explains why it's disabled so a user can enable it if he wants to.
Another option would be to simply hide the button like plasma does.
