[Bug 1012739] [NEW] The toolbar icons appears only on mouse hover in Rocs

Public bug reported:

I installed Rocs 1.6.0 from the Ubuntu repositories on Kubuntu 12.04
Precise Pangolin. It does not use its own icons, only placeholder icons
appear on the user interface.

$ apt-cache policy rocs
rocs:

Then I compiled Rocs from source using the 4.8.3 tarball, but it still
does not use its own icons.
