[Bug 1021093] [NEW] qapt does not display error message if it cant get apt lock

Public bug reported:

when I bring up qapt to install a deb package, if synaptic is already
running and I click install package on qapt, both cancel and install
package grey out and then after that nothing happens and qapt has to be
closed. It never displays authentication window or error message about
lock.
