[Bug 914968] [NEW] Wallpaper settings get confused with part-time external monitor

Public bug reported:

I sometimes have an external monitor plugged into my laptop.  For each
monitor, I set the wallpaper slideshow to refresh every hour from my own
photo collection (in a nonstandard directory, btw, but this had better
be irrelevant!).

Test: unplug the external monitor.  Result: laptop screen is now divided
into 2 with a white vertical line about 5 pixels wide.  The left piece
is about 80 pixels wide and cycles through photos from my wallpaper
collection.  Right-click and asking for "next wallpaper image" refreshes
this tiny image.  The right piece takes up the rest of my screen, and
shows a different wallpaper image, and right-click/"next wallpaper
image" does the same thing.  The two images are independent, as they
should be with 2 monitors.  But plasma is failing to realise that
there's only one monitor?!  This persists if I kill and restart plasma-
desktop.

Plug the external monitor in again, and now the laptop monitor does
_the_same_thing_!  And now the right-half of the laptop monitor shows
the same image as the whole external monitor, updates identically, etc.
Kill and restart plasma-desktop seems to fix this.

System settings / Display / Size & Orientation / "Identify Outputs"
looks correct: DVI1 for external, LVDS1 for built-in, even before
kill/restart of plasma-desktop.

This is a new bug--the KDE in Ubuntu 11.04 did not have this bug.

Possibly related: my Plasma panel is set to "right side, auto-hide" (or
at least when it's behaving; it seems to like to crash a lot since the
"upgrade" that came with 11.10).  But when in the single-monitor
configuration, no panel is available (even if I kill and restart plasma-
desktop).  If KDE is confused about how many monitors I have, it might
think that the panel is in the "other monitor"?
